Provide technical expertise for project cost estimates, expenditures, and forecasts. Coordinate and oversee work of other technical experts both Rain and contractors. Prepare bid packages for construction, development, and engineering work. Projects may include calciners, material handling systems, plant utilities, plant and dock infrastructure, and power generation.
A university degree in Engineering required. Certification as Certified Cost Engineer, Certified Cost Professional, or equivalent is preferred. Requires technical knowledge of the construction work involved, and the ability to use cost-estimating methods. Has knowledge of commonly-used concepts, practices, and procedures within heavy industrial manufacturing and construction. Relies on instructions and pre-established guidelines to perform the functions of the job. 5-10 years of experience in industrial process or infrastructure projects preferred. Requires excellent engineering fundamentals, basic understanding of all engineering disciplines, project estimation skills, creativity, multitasking, clear and precise verbal and written communication skills, excellent time management, excellent computer skills, and proficiency with all Microsoft Office programs. Experience with AutoCAD, and Microsoft Project or Primavera preferred. Must be able to read and understand engineering drawings and specifications. Travel 25%.
Reports to the Project Management Engineer. Works closely with Project Managers, Engineering Manager, Purchasing Manager, plant management, plant staff, and corporate Buyers. Must interface effectively with engineering firms, vendors, contractors, and outside consultants.

Complete accurate estimates, plans, & specifications as measured by comparison to bids, actual costs, requests for information and change orders. Adherence to schedules.
